Revised Draft GGCPDD Zoning Amendment Local Law

NOTICE OF CONTINUED PUBLIC HEARING

            PLEASE TAKE NOTICE that the Town Board of the Town of Philipstown will hold a continued public hearing on the 7th day of March, 2024, at 7:00 o’clock p.m., at Town Hall, 238 Main Street, Cold Spring, NY 10516 on the proposed Local Law entitled: “A Local Law To Repeal Town Code Section 175-61.2 entitled ‘Garrison Golf Club Planned Development District’ and Re-enact it as a new Code Section 175-61.2 entitled ‘Garrison Cultural Conservation Planned Development District.’.”

PLEASE TAKE FURTHER NOTICE that the text of the proposed local law has been revised from the text of the originally introduced local law.  A copy of the said draft local law with revised text has been posted on the Town’s website and is on file with the Town Clerk and available for inspection during the Clerk’s business hours.

The Town Board will at the above date, time and place hear all persons interested in the subject matter hereof.  Persons may appear in person or by agent.  All written communications addressed to the Town Board must be received by the Town Board at or prior to the public hearing.

Garrison Landing Water District – Implementation of Well No. 8/Water Main Extension

will be received by the Town of Philipstown at the office of the  Town Clerk, PO Box 155, 238 Main Street, Cold Spring NY 10516   until  11:30    o’clock AM local prevailing time on    Thursday, February 29, 2024    and then at said office publicly opened and read aloud.

The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bond, and other contract documents may be examined at the following location:

                            Office of the Town Clerk, PO Box 155, 238 Main Street, Cold Spring NY 10516                                   

Copies may be obtained at the office of the Town Clerk located at 238 Main Street upon payment of $25.00 for each set.  Any unsuccessful bidder or non-bidder shall be entitled to a refund of this payment in accordance with Section 102 of the General Municipal Law upon the return of such sets in good condition as determined by the Town.

Each bid shall be accompanied by acceptable form of Bid Guarantee in an amount equal to at least five (5) percent of the amount of the Bid payable to the Owner as a guarantee that if the Bid is accepted, the Bidder will execute the Contract and file acceptable Performance and Payment Bonds within ten (10) days after the award of the Contract.

OWNER RIGHTS RESERVED:

The Town of Philipstown hereinafter called the OWNER, reserves the right to reject any or all Bids and to waive any informality or technicality in any Bid in the interest of the Owner.

STATEMENT OF NON-COLLUSION:

Bidders on the Contracts are required to execute a non-collusion bidding certificate pursuant to Section 103d of the General Municipal Law of the State of New York.

The Town of Philipstown hereby notifies all Bidders that it will affirmatively insure that in regard to any Contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Attention of bidders is particularly called to the requirements as to equal employment opportunity and all other Federal, New York State and local requirements.

Attention of bidders is called to the requirement that all employees engaging in work on the project under the subject contracts must be paid prevailing wages as recited in the proposed contract documents.  Bidders are required to comply with minimum wage rates and legally required workplace conditions, and must comply with the provisions of Section 291-299 of the Executive Law of the State of New York.

As required by New York State Finance Law § 139-l, Bidders are required to submit the following statement subscribed by the Bidder and affirmed by the Bidder as true under the penalty of perjury:  “By submission of this Bid, the Bidder and each person signing on behalf of the Bidder certifies, and in the case of a joint bid each party thereto certifies as to its own organization, under penalty of perjury, that the Bidder has and has implemented a written policy addressing sexual harassment prevention in the workplace and provides annual sexual harassment prevention training to all of its employees. Such policy meets the minimum requirements of section two hundred one-g of the Labor Law.”  If a Bidder cannot make the foregoing certification, such Bidder shall so state and shall furnish with the Bid a signed affidavit setting forth in detail the reasons therefor.

No Bidder may withdraw his bid within 45 days after the actual date of the opening thereof.

TOWN OF PHILIPSTOWN TAX COLLECTION

LEGAL NOTICE IS HEREBY GIVEN THAT I, Tara K. Percacciolo, the undersigned Collector of Taxes of the Town of Philipstown, County of Putnam and State of New York, have duly received the tax roll and warrant for the collection of taxes within the Town of Philipstown for the year 2024 and that I will receive the same at the 238 Main Street, Cold Spring, New York from January 1, 2024 through July 31, 2024 from 8:30 a.m. to 4:00 p.m. Monday thru Friday. Taxes will be collected without penalty if paid on or before January 31, 2024. On all taxes paid after January 31, 2024 an additional 1% penalty will be assessed for each month or fraction thereof thereafter until such taxes are paid or until the return of unpaid taxes to the County Treasurer pursuant to law. Partial tax payment (50% of total tax) will ONLY be accepted during the month of January 2024. The second partial payment will be assessed a 1% penalty charge each month until July 31, 2024 when all unpaid second partial payments will be turned over to the County Treasurer. Full payment of taxes will be accepted without penalty during the month of January 2024. After the month of January, a 1% interest penalty will be assessed each month until May 1, 2024 when all “fully unpaid” taxes will be turned over to the County Treasurer for collection.
