Town Board Re-Org & Regular Monthly Meeting – January 4, 2022

The Re-org meeting scheduled for Thursday, January 6, 2022 at 7:00 pm & the Regular Monthly Town Board meeting scheduled for January 6, 2022 at 7:30 pm will be held both in person and via Zoom. If you would like to participate via Zoom, please email townclerk@philipstown.com by 6:30 pm on January 6th. The link will be forwarded prior to the start of the meeting.

UPDATED COVID Testing Hours @ Philipstown Recreation Center

Updated Hours for COVID Testing:

THURSDAY, JANUARY 20, 2022 – TESTING BEGINS AT 12:00 pm.

Beginning January 24, 2022:

Testing at the Philipstown Recreation Center, 107 Glenclyffe, Garrison, will take place on Tuesdays and Thursdays ONLY from 9:00am – 7:00pm, for Putnam County Residents ONLY.

Testing at the Paladin Center, 39 Seminary Hill Road, Carmel, will take place on Mondays, Wednesdays, Fridays and Saturdays ONLY from 9:00am – 7:00pm, for Putnam County Residents ONLY.

BOND RESOLUTION OF THE GARRISON FIRE DISTRICT (“FIRE DISTRICT”), IN THE TOWN OF PHILIPSTOWN, PUTNAM COUNTY, NEW YORK, ADOPTED NOVEMBER 8, 2021, AUTHORIZING THE PURCHASE OF A FIRE TRUCK, INCLUDING APPARATUS AND EQUIPMENT USED IN CONNECTION THEREWITH, FOR USE BY THE FIRE DISTRICT; STATING THE ESTIMATED MAXIMUM COST THEREOF IS NOT TO EXCEED $500,000; APPROPRIATING SAID AMOUNT FOR SUCH PURPOSE, INCLUDING THE APPROPRIATION OF NOT TO EXCEED $100,000 FROM THE EXISTING CAPITAL RESERVE FUND ENTITLED, “APPARATUS RESERVE FUND,” THE EXPENDITURE OF WHICH IS HEREBY APPROVED, TO BE EXPENDED TOWARDS THE COST THEREOF; AUTHORIZING THE ISSUANCE OF NOT TO EXCEED $400,000 BONDS TO FINANCE THE BALANCE OF SAID APPROPRIATION; DETERMINING THAT THE PERIOD OF PROBABLE USEFULNESS OF SAID FIRE TRUCK IS TWENTY (20) YEARS; DETERMINING THAT, PURSUANT TO THE STATE ENVIRONMENTAL QUALITY REVIEW ACT (“SEQRA”), THE ACQUISITION OF SAID TRUCK IS A TYPE II ACTION AND DOES NOT REQUIRE ANY FURTHER REVIEW; PROVIDING FOR THE LEVY OF TAXES TO BE COLLECTED TO PAY THE PRINCIPAL OF AND INTEREST ON SUCH BONDS; AND PROVIDING THAT, IN LIEU OF THE ISSUANCE OF BONDS AUTHORIZED BY THIS RESOLUTION, THE FIRE DISTRICT IS AUTHORIZED TO ENTER INTO ONE OR MORE INSTALLMENT PURCHASE CONTRACTS TO FINANCE THE PURCHASE OF SAID FIRE TRUCK, THE TERMS OF WHICH SHALL NOT EXCEED TWENTY (20) YEARS

The object or purpose for which the bonds are authorized is a fire truck, including apparatus and equipment used in connection therewith, at the estimated total cost of not to exceed $500,000.

The period of usefulness assigned to the fire truck is twenty (20) years.

The maximum amount of obligations to be issued for said object or purpose is $400,000. The balance of the cost of the fire truck, in the amount of not to exceed $100,000, is expected to be paid from the Fire District’s existing “Apparatus Reserve Fund.”

A complete copy of the bond resolution summarized above shall be available for public inspection during normal business hours at the office of the Fire District Secretary, in the firehouse located at 1616 Route 9, Garrison, New York 10524.

LEGAL NOTICE

ANNUAL ELECTION OF THE Garrison Fire District

NOTICE IS HEREBY GIVEN that the Annual Election of the Garrison Fire District will take place on December 14, 2021 between the hours of 5:00 p.m. and 9:00 p.m. at the Garrison Firehouse located at 1616 US Route 9, Garrison, New York 10524 for the purpose of electing the following fire district officers:

One Fire Commissioner for a five (5) year term, commencing January 1, 2022 and ending December 31, 2026;

All candidates for a District Office shall be residents of the Garrison Fire District and not convicted of any degree of arson. Persons seeking office must file a petition signed by not less than twenty-five (25) qualified voters of the Garrison Fire District stating the position they are seeking with the Secretary of the Garrison Fire District, at 1616 US Route 9, Garrison, New York 10524. Such petition shall be filed with the Fire District Secretary and must be actually received by the Fire District Secretary on or before 5:00 p.m. November 24, 2021 Petition forms are available at the Town of Philipstown Town Clerk’s Office, at Philipstown Town Hall 238 Main Street in the Town of Philipstown or from the Secretary of the Garrison Fire District at 1616 US Route 9, Garrison, New York 10524.

Any elector of the Garrison Fire District who shall be registered voter with the Putnam County Board of Elections on or prior to November 22, 2021 and who shall have resided in the Garrison Fire District for at least thirty days preceding such election shall be qualified to vote.

ELECTION NOTICE

ANNUAL ELECTION OF THE PHILIPSTOWN NORTH HIGHLANDS FIRE DISTRICT

On December 14, 2021

            NOTICE IS HEREBY GIVEN that the Annual Election of the Philipstown North Highlands Fire District will take place on December 14, 2021 between the hours of 6:00 p.m. and 9:00 p.m. at the North Highlands Engine Co. No. 1 Fire House located at 504 Fishkill Road, Cold Spring, N.Y. for the purpose of electing one Commissioner for a five (5) year term, commencing January 1, 2022 and ending December 31, 2026 and one Commissioner for a three (3) year term, commencing January 1, 2022 and ending December 31, 2024.  All voters registered with the Putnam County Board of Elections on or before November 22, 2021 shall be eligible to vote.

Candidates for District Office shall have notified the Secretary of the Philipstown North Highlands Fire District, in writing, of their intent to run for office, at the firehouse at 504 Fishkill Road, Cold Spring, N.Y., no later than twenty days before the election, November 17, 2021.
